At some time in the early to mid 60's A.D., the Christians in Rome were persecuted. Peter, sensing that things were going to get worse, wrote this letter of instruction and encouragement to believers scattered around the empire.

I. The Significance of the Epistle. v. 1

A. The writer.
1. A changed man who exhibited authenticity.
a. "Thou are…Thou shalt be." John 1:42

2. A called man who exuded authority.
a. Apostle-foundation. Ephesians 2:20

3. A convinced man who expressed ability.
a. Conviction in the testimony. Matthew 13-17

b. Conviction in proclamation. Acts 2:36

B. The recipients.
1. Special to God-"elect."

Peter, living in the midst of trying circumstances with grave misgivings about the future, was able to maintain a positive attitude and encourage others to do likewise.
