The Christian life is lived in the secular world under the scrutiny of God and man. In order that God might be honored and man challenged, certain standards of behavior are expected, particularly in the area of citizenship. Peter specifies three things: authority, liberty and dignity.
I. Authority and the Christian Citizen.
A. The Christian citizen's recognition of authority.
1. Authority in principle.
a. God's character assumes it.
b. God's creation requires it.
c. God's children need it.
2. Authority in practice.
a. Authorities have been instituted. v. 13; Romans 13:1
b. Responsibilities have been indicated. v. 14
