There was an inch-worm that began its long arduous climb up an apple tree when it was spotted by a bird. The observant bird asked the worm what it doing to which the worm replied, "I am going after an apple." The bird just laughed and said, "You are in the wrong season, there's not an apple up there." The worm nonchalantly replied, "There will be by the time I get there."

value of one YEAR, ask a student who failed his final exam.
value of one MONTH, ask a mother of premature baby.
value of one WEEK, ask the editor of a weekly newspaper.
value of one DAY, ask the worker who has ten kids to feed.
value of one HOUR, ask a couple who are waiting to meet.
value of one MINUTE, ask the person who missed his flight.
value of one SECOND, ask the survivor of a car accident.
value of one MILLISECOND, ask the gold medal winner.
Everything in our life involves, includes, inspired by time. Spiritually speaking, God stepped out of time, into time, to create time, but is not bound, burdened, or beleaguered by time.
God works according to His own standard, by His own system, on His own schedule.
In this 16th stanza, if you ask the Psalmist, what time is it?
(126) "It is time for thee, Lord, to work."
1) The PROBLEM He SEES!
It doesn't seem that God is actively involved in what is taking place.
He wanted God:
A) To INTERVENE (121)
He has tried to do what's right, so why hasn't God helped him? God could step in and intervene at any time, but it seems that He's not interested, involved, or intervening.
The worst thing you can do in an hour of difficulty is to lose faith in God and in the promise of His Word. God is completely aware of what's taking place, and in His time, for His glory, He will do what needs to be done.
