Judges 3
1 Now these [are] the nations which the LORD left, to prove Israel by them, [even] as many [of Israel] as had not known all the wars of Canaan;
2 Only that the generations of the children of Israel might know, to teach them war, at the least such as before knew nothing thereof;
Here is the list of nations that God permitted to stay in the land to put Israel to the test to see what was in their heart. The nations that God permitted to stay had a twofold purpose. First, to chasten the Jews; second, that through these nations, Israel might learn how to fight. Not all of the tribes evidently were involved in combat while Joshua was alive. Many in Israel had not known war, so God was going to teach them through warfare with these nations.
3 [Namely], five lords of the Philistines, and all the Canaanites, and the Sidonians, and the Hivites that dwelt in mount Lebanon, from mount Baalhermon unto the entering in of Hamath.
The 5 lords of the Philistines were Gath, Askelon, Ashdod, Ekron, and Gaza. Also left was the Sidonians and the Hivites and all of the remnant of the Canaanites.
4 And they were to prove Israel by them, to know whether they would hearken unto the commandments of the LORD, which he commanded their fathers by the hand of Moses.
Again, vexation from these heathen nations were the consequence of Israel’s disobedience to God’s commands and the Lord left them there to test Israel. As I said before; if they would have remembered what was written concerning disobedience to the Lord and that He said that He would not drive out the enemies of the land if they would not obey Him, it seems to me that the Lord proved that He kept His word and that if they would remember Him, and turn to Him, and walk in His commandments, He would deliver them.
5 And the children of Israel dwelt among the Canaanites, Hittites, and Amorites, and Perizzites, and Hivites, ...
