1 And the whole earth was of one language, and of one speech.
2 And it came to pass, as they journeyed from the east, that they found a plain in the land of Shinar; and they dwelt there.
3 And they said one to another, Go to, let us make brick, and burn them throughly. And they had brick for stone, and slime had they for morter.

The chronological order we have already seen in chapter 10. These 3 verses are the events, which happened in Chapter 10:24-25, that is, the dividing of the Earth in different languages. So far the entire earth was all of one language, but that was about to change forever. It happened when the people journeyed east and they decided to have a little building project, which was an affront or insult to God.

4 And they said, Go to, let us build us a city and a tower, whose top may reach unto heaven; and let us make us a name, lest we be scattered abroad upon the face of the whole earth.

Mankind had not changed one bit. Even when God saved Noah and his family, with the intent of creating a new society, sooner of later the nature of rebellious man will come out. No utopia has ever existed, nor ever will, as long as mankind exists unchanged in his nature. God’s design is that al generation of man would praise Him, but we continue to rebel against Him. It is in our natures to do so and unless God intervenes with a new nature, provided by Him, nothing is going to change from one generation to the next—we will all be evil! We will continue to rebel against God’s plan, which He has designed for us—for our good!

What these folks did not do in obedience God will visit them in judgment. That is, He will scatter them throughout the Earth. Babel was a rallying point of disobedience against God.
