Nehemiah 9:1-3
Chronologically this passage actually comes after the completion of the wall in Jerusalem. Nehemiah reported the following in Nehemiah 6:15-16:
15 So the wall was finished on the twenty-fifth day of Elul, in fifty-two days.
16 And it happened, when all our enemies heard of it, and all the nations around us saw these things, that they were very disheartened in their own eyes; for they perceived that this work was done by our God.
What an amazing fete, though perhaps not so amazing when we consider that God actually provided all the necessary resources for the work. When the work was completed Nehemiah reminded the people of how the city of Jerusalem got into such a deplorable state. They had rebelled against God and this rebellion incurred His wrath and their eventual captivity.
Nehemiah knew it was not enough for the people to simply understand these things. He wanted them to come back to God so they would never again have to go through what they did.
1 Now on the twenty-fourth day of this month the children of Israel were assembled with fasting, in sackcloth, and with dust on their heads.
2 Then those of Israelite lineage separated themselves from all foreigners; and they stood and confessed their sins and the iniquities of their fathers.
3 And they stood up in their place and read from the Book of the Law of the Lord their God for one-fourth of the day; and for another fourth they confessed and worshiped the Lord their God.
THE SINCERITY OF THEIR CONFESSION
1 Now on the twenty-fourth day of this month the children of Israel were assembled with
fasting,
in sackcloth, and with dust on their heads.
